Pat Cummins has claimed 309 wickets in 71 five-day games with an average of 22.10.
Australia's selection chief Bailey has declared that pace spearhead Cummins will have a crucial role in the upcoming historic rivalry.
There were concerns that the veteran bowler might sit out due to a ongoing back issue that was still troubling him.
Initial reports from the Australian camp suggested no definitive call had been made regarding Cummins' participation, with the five-Test series scheduled to begin on November 21 in the WACA.
Bailey expressed that Cummins is "building up" and felt positive about the likelihood of taking part.
"We know that the clock is ticking and multiple considerations involved, not only the physical problem, but further aspects," the selector added.
"It's positive. There's strong faith that he will feature a major part. Hopefully from the opening match. Otherwise, we'll adjust."
Past Concerns
Cummins was ruled out Australia's limited-overs series against both Asian and Trans-Tasman rivals recently after examinations confirmed a stress reaction in his back.
Previous incidents include of recurring issues, with setbacks in several earlier campaigns forcing him out of three Australian summers in a limited period.
He emphasized he would be bold in recovery efforts in his comeback strategy to make the squad for the series.
Bailey noted that there was no confirmation if the captain had resumed bowling as part of his recovery but acknowledged it was "pressing" for him to recover fully for the first Test.
Contingency Plans
Should Cummins not be fit, former captain Steve Smith will assume leadership.
The talented all-rounder was recently pulled out from the national team for their ODI contests against the subcontinent side as a precautionary measure because of an abdominal issue.
The selector characterized it as a "small issue and mentioned that Green will play in the Sheffield Shield, so will be "well-prepared to deliver overs."
"Considerable effort has gone into developing the strategy for him to be available for the opening match as an batting and bowling option," Bailey explained.
"His involvement was limited to the initial matches anyway. The way he swings the bat in limited-overs, even if it just sets him back for 24 more hours, the choice was made to take a cautious route."
